Public Works Division Manager


Position Responsibilities

The Public Works Division Manager is responsible for supervising, coordinating, and managing the Public Services Public Works Division staff, projects and activities. This role manages street projects, traffic projects, right-of-way issues, maintenance operations, snow removal, forestry, sidewalk, paving and patching and drainage projects.

  • Manages division projects, contracts, budgets, and schedules.
  • Plans, organizes, coordinates, and manages long and short-range planning of projects of the multi-million dollar Capital Improvement Program (CIP) and Operations and Maintenance (O&M) budgets 
  • Supervises, coordinates and leads department personnel. 
  • Manages division maintenance operations including contracts, budgets, and schedules.
  • Develops and implements divisional goals and objectives. 
  • Manages multiple ongoing projects to include street, traffic, right-of-way issues, maintenance operations, snow removal, forestry, sidewalk, paving and patching and drainage projects
  • Coordinates and collaborates with adjacent governmental roadway jurisdictions related to projects and operations.  
  • Prepares, reviews and approves memos and other correspondence to the City Commission, City Manager, City Attorney, Purchasing, and other departmental and divisional managers on a variety of Public Work Division related subjects and issues.
  • Supervises and evaluates staff including the delegation of work, performance reviews, training and development, and discipline in accordance with City policies, procedures and union contracts.
  • Performs other related duties, as assigned.

Physical Requirements:  

  • Frequently required to use hands and fingers to handle, feel or operate equipment and reach with hands and arms. 
  • Occasionally required to lift, move, carry, pull and push files/objects up to 10 pounds while sitting, standing, climbing or walking. 
  • Required to regularly talk and hear. 
  • Required to occasionally stand and walk. 
  • Specific vision abilities required include: close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. 
  • Regularly speaks clearly, using the English language.

Work Environment:

  • Frequently in the general office environment; lighting and temperature are adequate, and there are no hazardous conditions; consistently performs outdoor work. 
  • Exposed to temperature conditions common at the time. 
  • Noise level is usually moderate/conversational.
  • Required to work after and beyond normal business hours, including overnight shift during winter snow removal operations
  • Must be available to respond to concerns at any time day or night


Position Requirements

Essential Qualifications:  

  • Bachelor’s degree in Civil Engineering or a related field. 
  • Minimum of six (6) years of experience in Civil Engineering, Traffic/Transportation Engineering experience.
  • Professional Engineer’s License required.
  • Valid Michigan Driver’s License. 
  • Experience with transportation projects and construction oversight.
  • Knowledge of LAP and MDOT roadway design and deliverable requirements.
  • Success in leading, motivating and evaluating a team of employees. 
  • Strong, clear communicator and excellent interpersonal skills; proven ability to effectively and positively communicate with all levels within the organization; excellent customer service skills.
  • Demonstrates a sense of urgency, prioritizes well, shows energy, responds to opportunities, instills urgency in others, and meets deadlines. 
  • Strong organizational and multitasking skills
  • Demonstrated experience with Microsoft Office  and other computer software applications.
