Summary:

This position is responsible for tasks involved in the operation, maintenance, and repair of equipment and machinery in a Drinking Water Plant and/or Wastewater Treatment Plant on an assigned shift. Employees in this class will exercise leadership within their immediate work group and are responsible for performing highly technical work in operations of the treatment facility. Within its prescribed limits, the operation, testing, and laboratory work is performed with considerable independence and without close supervision. May supervise employees of a lower classification including, but not limited to Utility Plant Operator I, Utility Plant trainee, temporary or seasonal employees.  

Essential Job Functions:

 
An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. 

  1. Responsible for plant operation during assigned shift. Completes regular inspections of plant and equipment to ascertain that it is in proper operation at all times.
  2. Performs all of the essential job functions of the Utility Plant Operator I position.
  3. Collects samples and performs laboratory tests, makes necessary calculations and records findings in logbook and database. Collects samples of water from designated locations and performs tests to assure water quality.
  4. Makes chemical feed adjustments and pump changes as necessary.
  5. Gathers data and prepares a variety of complex records and reports as required which include but are not limited to those required by the State of Michigan or Utilities management.
  6. Monitors a control station, observes gauges, levels and other instruments, and makes necessary adjustments using a SCADA interface.
  7. Operates and maintains pumps, filters, chemical feeders, and other mechanical equipment.
  8. Receives service calls and transmits to service employees.
  9. Performs work on research or experimental projects.
  10. Trains new and existing subordinate employees or those of lesser classification in all of the above.
  11. Maintains a neat and safe working environment.
  12. Performs related work as required.

Knowledge, Skills, and Abilities: 

The requirements listed below are representative of the knowledge, skills, abilities, and minimum qualifications necessary to perform the essential functions of the position.   1. Associate degree in a water technology or related science field. An equivalent combination of education, training and experience may substitute for the degree requirement.
  2. Possesses a F-3 Water or C Wastewater Operator License issued by the State of Michigan. Possession of F1 Water or A Wastewater Operator License is required to advance to the top step of the pay range.
  3. A minimum of four years of experience as a Utility Plant Operator at a drinking water plant or wastewater treatment plant, with considerable experience in modern plant operations and maintenance practices.
  4. Demonstrated knowledge of modern drinking water and/or wastewater treatment plant operations and maintenance practices.
  5. Possession of good powers of observation and mechanical aptitude.
  6. Demonstrated proficiency in all aspects of the essential job functions of the Utility Plant Operator I.
  7. Trains, mentors, and leads seasonal employees by directing daily tasks, providing feedback, and advising the supervisor of work performance. May lead and direct employees. May guide and monitor contractors.
  8. Ability to work as a team and with minimum supervision. Ability to make decisions according to appropriate rules, regulations, departmental policies, and procedures. Must possess self-supervising attributes and a positive, congenial attitude.
  9. Ability to maintain accurate records and to assemble and present reports, charts, and statistical analyses.
  10. Ability to follow established procedures and carry out complex instructions with minimal supervision. Ability to diagnose, assess, and troubleshoot problems and take appropriate corrective action.
  11. Ability to work effectively within deadlines, under stress, and with changing work priorities.
  12. Ability to establish and maintain effective working relationships and use good judgment and resourcefulness when working with staff, vendors, other governmental agencies, and the public.
  13. Ability to work any or all shifts and schedules as necessary.
  14. Stays informed of new developments, current issues, and strategies through continued education and professional growth. Ability to travel to various locations to attend training conferences and participate in other opportunities to stay current in the field.
  15. Knowledge of applicable federal, state, and local standards and codes.
  16. Ability to learn and understand appropriate personal protective equipment and basic safety protocols. This may include chemical safety and department specific safety procedures.
  17.  Possesses a Michigan Driver’s license.

While performing the duties of this job, the employee is regularly required to talk or hear. While performing the duties of this job, the employee is regularly required to communicate with others and view and produce written documents. The employee frequently is required to sit; use hands and finger, to handle or feel; and reach with hands and arms. The employee must frequently lift and move items of considerable weight. Bending and stooping are also frequent requirements. 

While performing the duties of this job, the employee regularly works both in the field and in a business office setting. The noise level in the work environment ranges from noisy in the field to quiet in the office. While working in the field, circumstances may occur that are very strenuous and may involve working with hazardous materials and require the donning of appropriate protective gear including respirators. The employee may be exposed to uncontrollable environments and circumstances, at various heights and in all types of weather conditions.
