Position Responsibilities

Description/Distinguishing Features

    This is a combined job description for the Water O & M Supervisor. One Supervisor will be responsible for Maintenance and one will be responsible Operations. Both supervisors are responsible for managing water supply assets using the best practices of lifecycle preventive maintenance delivery. It involves forecasting preventive maintenance interventions that enables the optimum individual and collective use of water supply assets through well-informed decisions based on the lifecycle of those asset(s).  

    This position also supervises various level operators/maintainers of the water supply team and is responsible for the individual and team development of those direct reports consistent with the Water Resources Division succession plan. Supervises the daily operation of chemical feed for water treatment and associated lab testing. Examples of water supply assets, but not limited to, are well fields, pumping stations, booster/bleeder stations, pressure reducing stations, water storage reservoirs and elevated water towers.

    Developing maintenance activities including both preventive and corrective maintenance methodologies of the water supply asset(s) using the City’s Computer Maintenance and Management System, Lucity. This includes definition of maintenance specifications and schedules, maintenance execution procedures, procedures for missed maintenance, and the capture and utilization of maintenance inspection and measurement results.

  • Supervises direct reports including managerial skillsets to monitor the development and behavior of employees to maximize team performance and productivity.
  • Ensuring that water supply asset(s) operate for a defined period based on manufacturer’s operation and maintenance recommendations and lifecycle delivery intentions.
  • Participating and providing institutional knowledge in the design of capital replacement projects. 
  • Identifying, planning, scheduling, and execution, and control of work related to planned shutdowns or outages based on preventive maintenance interventions. 
  • Responding to failures and incidents in the water supply asset system including incident detection and identification, use of standard responses, temporary and permanent repairs, and documentation of the incident.
  • Forecasting work of direct reports including the supervising the accuracy and completeness of their work. 
  • Creating maintenance budgets based on historical consumption of resources and proposed lifecycle delivery interventions.
  • Continuous improvement of process workflows for greater efficiency and effectiveness. 
  • Performs record keeping duties and prepares paperwork including timesheets, work orders, service requests, daily production reports, weekly accomplishments, damage reports, and employee performance reviews.
  • Coordinates water operations and customer service activities with those of other divisions and outside agencies and organizations.
  • Performs other related duties, as assigned.


Position Requirements

Essential Qualifications

  • High School Diploma with a minimum of three (3) years of technical experience in a related field required.
  • Previous supervisory experience preferred but not required. 
  • EGLE Water Operator D-2 certification or ability to obtain within 2 years.
  • MWEA Maintenance Grade II certification or ability to obtain within 2 years.
  • Must possess a valid and current CDL B License with Air Brakes and Tanker endorsements.
  • Experience with Computer Maintenance and Management Systems (CMMS) such as but not limited to Lucity, Cityworks, etc.
  • General knowledge of Microsoft Office applications.
  • Ability to develop and nurture strong, productive relationships with all levels within the organization, respecting established processes and fostering an environment of mutual respect.
  • Excellent organizational, multi-tasking and prioritizing skills.
  • Strong, clear communicator and excellent interpersonal skills; proven ability to effectively and positively communicate with the general public and all levels within the organization.       
  • Proactive and positive customer service skills with both internal and external customers.
  • Experience in developing and executing lifecycle maintenance delivery programs for public drinking water systems. 
  • Previous knowledge and experience with plumbing practices, electrical systems, hydraulics, safety rules, regulations, and practices.
  • Strong knowledge of maintenance, construction, and repair techniques. 
  • Trained or equivalent experience with Lean or Six Sigma techniques for continuously improving workflows.
  • Confined space training.
