Supervises:Utilities Field Supervisor, Utilities Field Technicians, Grounds and Facility Custodian

Essential Job Functions
  1. Manages and supervises grounds and facility and water/sewer field staff; plans and oversees daily work to be performed.
  2. Prepares and plans water/sewer and buildings & grounds capital improvement projects with Operations Director, Township Engineer and Board of Trustees. Prepares and provides budget information for Operations Director and Board of Trustees to review. Based on capital improvement plan and budget, will plan and coordinate all aspects of projects and ensure timely completion.
  3. Uses GIS and other methods to perform asset management tracking to ensure proper maintenance and replacements are completely in a timely manner.
  4. Oversees and coordinates all water quality testing is completed and sent to EGLE in a timely manner. Ensure submission of EGLE compliance reports, including Lead and Copper, Cross Connection Control, Consumers Confident Report, and CDSMI Report.
  5. Creates and sends proper water and sewer permits needed to EGLE for new projects.
  6. Attends monthly meetings with City of Ann Arbor to discuss agenda items about our water and sewer systems. Assists in negotiating terms of water/sewer contracts between Scio Township and the City of Ann Arbor. Attends additional development meetings and discuss/approve all aspects of water and sewer utilities for project.
  7. Performs field review of water/sewer projects with engineer staff to give final field approval.
  8. Keeps records of hydrant meter rentals and shares information with Finance team for proper calculation and issuance of bills.
  9. Approves purchases, obtains approval as required, and creates purchase orders.
  10. Assists with front desk customer inquiries and responds to customer concerns or issues and resolves them.
  11. Ensures all water/sewer ordinances are followed and enforces compliance with Operations  Director, Board of Trustees and township attorney.
  12. Attends management and BOT meetings as needed and provides department status reports/updates for board of trustees.
  13. Responds to all water and sewer emergencies.
  14. May manage Utility department fleet, Parks, and township general vehicles, and Utility department equipment. Tracks and manages fleet information and utilizes fixed assets module. Conducts fleet checks bi-weekly, at a minimum, to check for damage or required maintenance.
  15. Files insurance claims with insurance company and schedules repairs with collision center, as needed.
  16. Assists or creates township policy or procedures as needed.
  17. Plans and coordinates building safety/emergency plans with management staff.
  18. Performs other related duties as assigned.
Knowledge, Skills, Abilities, and Minimum Qualifications
  • Associate’s degree or the equivalent education and training. Bachelor’s degree preferred.
  • 7 or more years of progressively more responsible work in public works or a related field, including significant previous supervisory responsibility.
  • S2 license. S1 license required.
  • Valid Vehicle Operator’s License, satisfactory driving record, and the ability to maintain one throughout employment.
  • Ability to hold Water Distribution Operator License for Scio Township (S1) and EGLE to have Sewer Operator License for EGLE to operate and maintain sewer system.
  • Ability to complete on-going continuing education courses to maintain license and stay up to date with license requirements.
  • Considerable knowledge of industry standards, policies, and practices of public administration.
  • Working knowledge of government finance, maintenance and repairs of water and wastewater distribution systems.
  • Experience preparing and analyzing comprehensive reports.
  • Ability to carry out multiple projects to their completion.
  • Familiarity with or ability to be trained within 60 days of hire in MS Office Suite, relevant GIS applications, and BS&A.
Physical Demands and Work Environment

While performing the duties of this job, employee spends a portion of their time in the field at various project sites participating in job duties that involve moderate physical exertion. This may include work sites with treacherous terrain, fumes, dust, chemicals or other hazardous materials, loud machinery, and equipment, climbing to extreme heights such as a water tower, and other dangers associated with utilities and general utilities maintenance activities.

An employee in this position must have the strength, stamina and physical coordination needed to gain access to these sites. Must be able to lift up to 80 pounds. 

This position also spends a portion of time in an office setting with a controlled climate where they constantly sit and work on a computer, communicate by telephone, email or in person, and move around the office or travel to other locations.

Irregular work hours and travel are occasionally required. On-call availability to handle emergency situations is rarely required.
