Location: Village of Mackinaw City

GENERAL SUMMARY:

Under the general direction of the Village Manager, oversees utility long-range planning, drinking water and wastewater treatment operations, manage capital and operating budgets for the Water and Sewer Department, manage staff, and conduct field work as necessary. Provides leadership and oversight to a team of 3 water and sewer operators and maintenance technicians. Ensures that overall operations effectively manage water and sewer infrastructure assets and properly plan via industry accepted asset management practices.

ESSENTIAL FUNCTIONS:

An employee in this position may be called upon to do any or all of the following: (These examples do not include all of the tasks which the employees may be expected to perform.)

  1. Manages and supervises grounds and facility of the Water Treatment Plant and any well location or right-of-way bearing utilities.
  2. Prepares and plans water/sewer and buildings & grounds capital improvement projects with the Village Manger, Village’s Engineer, or the Department of Public Works.
  3. Prepares and provides budget information for the Village Manager to review. Based on capital improvement plan and budget, will plan and coordinate all aspects of projects and ensure timely completion.
  4. Uses GIS and other methods to perform asset management tracking to ensure proper maintenance and replacements are completed in a timely manner
  5. Oversees and coordinates all water quality testing is completed and sent to EGLE in a timely manner. Ensure submission of EGLE compliance reports, including Lead and Copper, Cross Connection Control, Consumers Confident Report, and CDSMI Report.
  6. Creates and sends proper water and sewer permits needed to EGLE for new projects.
  7. Performs field review of water/sewer projects with engineer staff to give final field and plan reviews, when necessary.
  8. Keeps records of meter use and shares information with billing team for proper calculation and issuance of bills.
  9. Approves purchases, obtains approval as required, and creates purchase orders.
  10. Responds to customer concerns or issues and resolves them.
  11. Ensures all water/sewer ordinances are followed.
  12. Responds to all water and sewer emergencies.
  13. Manages Water and Sewer fleets and all department equipment.
  14. Assists or creates Village policy or procedures as needed.
  15. Files insurance claims with insurance company and schedules repairs as needed.
  16. Plans and coordinates emergency plans with management staff or as needed
  17. Other tasks or duties as assigned or delegated by the Village Manager
CUSTOMER SERVICE:

This is a Department Head Level Position, which strives to provide excellent customer service to members of the general public and other Village employees. Personal contact occurs with other employees, employees of other departments in the Village, citizens, and customers of the department. Service is provided in person, by phone or computer contact.

SUPERVISION:

Direct supervision includes assigning, directing, evaluating, and reviewing work of three subordinate employees. Responsibilities include providing on-the-job training; directing fieldwork; evaluating job performance; recommending selection of new staff members, promotions, status changes, and discipline; and planning and scheduling.

Mathematical Skills:

  • Understanding addition and subtraction for purposes relating to water and sewer use, budgets, and invoices.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Problem Solving Abilities:

  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Develops plans, policies, specifications, and programs.
  • Functions independently as an expert in matters of specialized code, rules, policy, benefits analysis, and department budgetary and accounting systems.

Specialized Skills and Abilities:

  • D-3 and S-3 Water Certification
  • C Sewer Certification, hold or be able to achieve a L-1 and L-2 Certification within a year.
  • Valid Vehicle Operator’s License, satisfactory driving record, and the ability to maintain one throughout employment.
  • Ability to complete on-going continuing education courses to maintain license and stay up to date with license requirements.
  • Considerable knowledge of industry standards, policies, and practices of public administration.
  • Working knowledge of government finance, maintenance and repairs of water and wastewater distribution systems.
  • Experience preparing and analyzing comprehensive reports.
  • Familiarity with or ability to be trained within 60 days of hire in MS Office Suite, relevant GIS applications, and BS&A.

Machines and Equipment:

This employee will be required to operate a common water & waste tools and equipment, a computer, calculator, telephone, copy machine, and other general office equipment, as well as drive a car, in the completion of a task.

Employment Qualifications:

Education: Associate’s degree or the equivalent education and training. High School Degree Required Bachelor’s Degree from an accredited university or college preferred.

Experience: Experience in Water and Sewer departments, Utilities, or Public Works. 5 years of full-time professional experience in Water and Sewer operations. Management or supervisorial duties preferred.

Working Conditions: Works in office and locations outside of office.

Salary: $65,000 – $70,000 + assorted benefits. Salary based on education + experience.
