Utilities Field Supervisor
Position Responsibilities:
Supervises the administration, operation, repair and maintenance of the water and wastewater transmission lines, water and wastewater buildings/pump stations and any related parts of the system. Responsible for the related activities of the motor pool and any equipment of the shop. This position exercises supervision over all departmental functions and personnel in accordance with approved policies and procedures of Scio Township.

- Manages and supervises activities of the Utilities Department to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates, and evaluates assigned staff; reviews progress and directs changes as needed.
- Develops, participates in, determines, and implements capital improvement program and plans.
- Develops and implements Utility Department policies and procedures, often acting autonomously in those actions.
- Provides leadership and direction in the development of short- and long-range plans; gathers, interprets, and prepares data for studies, reports, and recommendations; coordinates department activities with other departments and agencies as needed.
- Analyzes and evaluates operation and maintenance functions. Initiates or recommends new or improved practices. Determines system and equipment improvements and additions.
- Recommends scheduling and types of equipment for the Utilities fleet. Recommends specification for major equipment and materials purchases.
- Prepares reports and assists in implementing Industrial Pretreatment Program (IPP).
- Prepares reports and assists in implementing Cross Connection Program.
- Develops and implements operational and capital budgets.
- Controls expenditure of budgeted funds and recommends approval for expenditures.
- Confers with engineering consultants, suppliers, and governmental regulatory officials to determine operating needs, training assistance, and staffing.
- Maintains effective communications and working relationships with employees, government officials, and the general public.
- Interprets and applies personnel and other administrative policies and procedures of Scio Township including applicable work rules.
- Ensures adherence to work quality and safety standards.
- Serves as the Acting Safety Officer for the Utilities Department.
- Manages and assists subordinates in performing duties; adjusts errors and complaints.
- Prepares a variety of studies, reports, and related information for decision-making purposes.
- In the Director’s absence, may have Utilities Director/Grounds Operations responsibilities.
- Attends Board meetings if required and provides explanations of pertinent matters to the Board.
- Performs other related duties as assigned.
Position Requirements:
- Associates degree preferred. High school diploma or equivalent with 5 years of progressively more responsible work in public works or related field.
- 3 years of supervisory experience.
- S2 license, or higher.
- Valid Vehicle Operator’s License, satisfactory driving record, and the ability to maintain one throughout employment.
- CDL or the ability to obtain one, preferred.
- Considerable knowledge of industry standards, policies, and practices of public administration.
- Working knowledge of government finances, maintenance and repairs of water and wastewater distribution systems.
- Skilled in the maintenance, operation, and basic repair of assigned vehicles and equipment.
- Ability to prepare and analyze comprehensive reports.
- Familiarity with or ability to be trained within 60 days in MS Office Suite, relevant GIS applications, and BS&A.
